  • EU-Ukraine bilateral meeting on strengthening public administration on the road to membership starts in Brussels

    The meeting is attended by First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Korniienko, Minister of the Cabinet of Ministers of Ukraine Oleh Nemchinov, State Secretary of the Cabinet of Ministers of Ukraine Oleksandr Yarema, representatives of the Secretariat of the Cabinet of Ministers, the Verkhovna Rada, the National Agency of Ukraine on Civil Service, the Ministry of Finance, other ministries and agencies.

    “During the Revolution of Dignity, the Ukrainian people expressed their desire to live in the European Union, in a powerful democracy. And the public administration reform, among other things, is now a substantive support for this. We have to work hard to introduce fair remuneration for civil servants, adhere to the Copenhagen criteria, make public services more useful to the public and improve the skills of civil servants, as well as work transparently and be guided by the basic principles of the EU in our decisions,” said Oleksandr Korniienko, First Deputy Chairman of the Verkhovna Rada of Ukraine, thanking the partners for their fruitful cooperation, which brought Ukraine closer to full membership in the EU.

    “Ukraine is fully aware of its role as a future member state committed to upholding the values enshrined in Article 2 of the Treaty on European Union: human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the protection of minorities. These basic principles are the fundamental foundations that will determine the reform agenda in Ukraine, in particular in the area of public administration,” said Oleh Nemchinov, Minister of the Cabinet of Ministers of Ukraine.

    Yesterday, the 3rd round of bilateral meetings to assess the compliance of Ukrainian legislation with EU law began. The Ukrainian delegation, headed by the chief negotiator, Deputy Prime Minister for European and Euro-Atlantic Integration and Minister of Justice Olha Stefanishyna, consists of more than 100 people who are participating offline and online.

    Today, the Ukrainian delegation will make presentations on the following topics: “Strategic Framework for Public Administration Reform”, “Policy Development and Coordination”, “Civil Service and Human Resource Management”, “Accountability”, “Service Delivery” and “Public Finance Management”.

    The discussion will focus on, among other things:

    • the level of readiness and implementation of the public administration reform programme;
    • the current strategy of public administration reform and its governance;
    • development of policies based on evidence, public consultations and democratic control, planning and monitoring of such policies;
    • adherence to professionalism, transparency, meritocracy and integrity in the civil service;
    • legal framework for the organisation of public authorities and accountability, division of responsibilities between all levels of government, oversight mechanisms, administrative accountability in public authorities, administrative procedure and access to administrative justice;
    • optimisation, accessibility, quality and digitalisation of public services, alignment with EU legislation;
    • development of a public finance management system, fiscal risk and debt management, public investment and state asset management system, fiscal autonomy of local governments, etc.
