First five regions and Kyiv presented comprehensive sustainability plans in preparation for next winter
A meeting on regional comprehensive sustainability plans was held under the chairmanship of Deputy Prime Minister for the Restoration of Ukraine — Minister for Communities and Territories Development of Ukraine, Oleksii Kuleba. Kyiv, Zakarpattia, Donetsk, Dnipropetrovsk, Zaporizhzhia regions and the city of Kyiv were the first to present their plans.
The meeting focused on the implementation of the Concept of Sustainability of Community Life Support Systems in preparation for the autumn-winter period of 2026/2027. Each region is developing specific solutions to ensure the stable operation of heat supply, water supply and other facilities in the event of possible attacks or shutdowns.
The meeting was attended by representatives of the Office of the President, the Ministry of Energy, the Ministry of Internal Affairs, the Ministry of Economy, Environment and Agriculture, the State Agency for Restoration and Infrastructure Development, NPC Ukrenergo, NJSC Naftogaz of Ukraine, NEURC, the State Emergency Service and other agencies.
The sustainability plans are based on four key areas:
- protection of critical infrastructure facilities;
- development of distributed generation;
- provision of alternative power sources for critical facilities;
- decentralisation of heat generation.
Each of the regions has already identified a list of facilities that require priority protection and autonomous power supply, announced the need for additional capacity, equipment and funding, and proposed sources of compensation and resource mobilisation.
"We are moving from a general concept to specific regional solutions. Each plan is realistic, with clear deadlines, sources of funding and responsible executors. These are practical steps that will provide people with heat, water and light even in the most difficult conditions. Our task is to ensure that each region is as autonomous as possible and prepared for any challenges next winter," emphasised Oleksii Kuleba.
Work on finalising and approving comprehensive regional sustainability plans is ongoing. The Ministry for Communities and Territories Development, together with the Ministry of Energy, is providing support and coordination for the process.
