Report on the results of the initial assessment of the progress in the implementation of EU legal acts published

On 14 December, the Government Office for Coordination of European and Euro-Atlantic Integration under the coordination of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Olha Stefanishyna presented a report on the results of the initial assessment - self-screening - of the implementation of the EU acquis.

Ukraine became the first country to conduct self-screening prior to the official screening by the European Commission.

The assessment was carried out in several stages over a period of 6 months and allowed us to determine the level of adaptation of Ukrainian legislation to EU law, identify inconsistencies and gaps that need to be addressed in the course of negotiations and preparation for EU accession.

More than 80 public authorities, government agencies, international projects and NGOs were involved in conducting a large-scale analytical examination of Ukrainian legislation for its compliance with EU law.

In total, about 28,000 EU legal acts have been analysed.

According to the results of the self-screening, at this stage, 2,739 EU legal acts are subject to further full and/or partial implementation. Another 1,625 acts of EU law have been fully implemented into Ukrainian legislation. According to preliminary estimates, more than 23,000 acts of EU law do not require implementation during the negotiation process.

At present, according to the results of the initial assessment, the largest number of EU legal acts that have already been fully implemented in Ukrainian legislation are contained in the following sections: Customs Union (742 acts), Food Safety, Veterinary and Phytosanitary Policy (80 acts), Consumer Protection and Health (67 acts), Statistics (245 acts), and External Relations (160 acts).

The largest number of EU legal acts subject to further full and/or partial implementation is contained in the following sections: Transport Policy (399 acts), Food Safety, Veterinary and Phytosanitary Policy (304 acts), Freedom of Enterprise and Services (263 acts), Financial Services (216 acts), and Freedom of Movement of Goods (289 acts).
