Automatic reporting of violations of dimensional and weight norms, a new system of ordering and accounting for permits, more transparent work of inspectors - Minister of Infrastructure of Ukraine Oleksandr Kubrakov presented the first results of the Transport Safety Reform during a joint sitting of the Presidium of the Congress of Local and Regional Authorities under the President of Ukraine with the National Council of Reforms, chaired by the President of Ukraine Volodymyr Zelenskyy.
"Our goal is to preserve the roads restored as part of the Great Construction program. Joining efforts of the National Police, the Security Service, Ukrtransbezpeky and Ukravtodor we are working on a systemic solution and already have initial results.
At present, all legislative changes have been made to introduce automatic dimensional and weight control. We already have a working model of the system - data from weighing-in-motion sites are sent to the Ukrtransbezpeky Data Processing Center and the National Police as well.
"From October 1, notifications of violations will no longer work in test mode, but will gain legal weight. Thus, the fines will be imposed automatically," said the Minister of Infrastructure of Ukraine.
In autumn, the law providing for the automation of the imposition of administrative liability for non-compliance with the norms of the dimension and weight control, after signing by the President, will come into force. Until then, in parallel with the development of the bylaw, the system of address messages to carriers violating norms is being tested. During the month of operation of the system, 4,500 notifications of violation of dimensional and weight norms were sent to truck owners.
Also, the cooperation between the Ministry of Infrastructure of Ukraine and the Ministry of Internal Affairs of Ukraine in counteracting overloaded trucks on Ukrainian roads already has the first results. As of the end of July, 15 dimension and weight control points are open 24 hours a day in the southern region, additional weighing complexes and patrols are involved, and bypass routes are blocked, enhanced control of truck traffic in the direction of ports is provided. Information from weighing-in-motion sites is synchronized with the National Police database.
Meanwhile, Oleksandr Kubrakov stressed, the State Transport Safety Service has more than 20 functions and public services that are being strengthened and reformed.
In particular, thanks to the already adopted changes to the state budget, the Service will have an opportunity to enlarge the staff and increase the salaries of inspectors to a competitive level. There are currently 207 inspectors in the country.
Since 2020, 52 weighing-in-motion sites have been installed, and plans contain to expand the network to 130 complexes by the end of the year.
Another step towards qualitative change is the digital system The Way. On July 19, a single electronic service for carriers was launched. The ordering and accounting module is currently operating. The fee for booking permits has also been abolished and information on available permits has become in access to all market participants.
Ukrtransbezpeky Chairman Yegor Prokopchuk said that during the first week of the online platform's operation, "almost 3,000 carriers used the system, made more than 11,000 orders, and saved more than half a million hryvnias because of an unnecessary fee that existed before."
