New grants under the Vlasna Sprava programme: up to UAH 1 million for opening a kindergarten

The Government has expanded the Vlasna Sprava (Own Business) grant programme, enabling Ukrainians to apply for grants of up to UAH 1 million to establish private pre-school education institutions. The decision was approved by the Cabinet of Ministers.

“Vlasna Sprava is one of the most effective government programmes supporting small and medium-sized enterprises. Over the past three years, 27,000 Ukrainians have received grants to start or develop their businesses, leading to the creation of thousands of new companies, from small cafés and workshops to manufacturing enterprises. Now, entrepreneurs working in or wishing to start a business in pre-school education can also apply for grants. Up to UAH 1 million is available for opening kindergartens, nurseries, or child development centres. Through these grants, we are investing in expanding the network of pre-school institutions to increase the number of places available for young Ukrainians,” said Tetiana Berezhna, Deputy Minister of Economy.

Under the programme’s conditions, Ukrainians can receive grants to establish or develop pre-school education institutions (nurseries, kindergartens, family kindergartens, mini-kindergartens, special kindergartens, or child development centres) as follows:

• Up to UAH 500,000 – provided at least two jobs are created;
• UAH 500,000 to UAH 1 million – provided at least four jobs are created, with co-financing of 70/30 (70% grant funds, 30% recipient’s funds).

Entrepreneurs can use the grant for renovating and equipping pre-school premises, purchasing necessary equipment, furniture, appliances, interactive tools, toys, educational and methodological materials, marketing and advertising services, transport for the institution’s needs, or even launching a franchise.

Background

The Vlasna Sprava grant programme allows Ukrainians to receive microgrants from UAH 50,000 to UAH 250,000 to start or develop a business. Both existing entrepreneurs and individuals without business experience can apply. For grants exceeding UAH 75,000, creating 1–2 jobs is a mandatory condition, depending on the grant amount. Ukrainians under 25 can receive up to UAH 150,000 without the obligation to create jobs, provided they register as a sole proprietor. Entrepreneurs in eight frontline regions can receive up to UAH 500,000, provided 1–2 jobs are created, depending on the grant amount.

Grant funds can be used to purchase or lease equipment, procure raw materials, or rent premises.

Applications, including a business plan, are submitted through the Diia portal. The programme is administered by the State Employment Service.

The Vlasna Sprava grant programme is part of the Made in Ukraine policy, aimed at supporting Ukrainian producers, increasing the production of high-value-added goods, and stimulating demand for Ukrainian products.
