Implementation of the Ukraine Plan remains a priority for the Ministry and Government: Oleksii Sobolev

Minister of Economy, Environment and Agriculture of Ukraine Oleksii Sobolev held a meeting with a delegation from the European Commission’s Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR), led by Benoit Mesnard, Head of Unit ENEST.D.2. The key topics discussed were the progress in implementing the Ukraine Plan under the Ukraine Facility programme and steps to optimise the Plan to enhance the effectiveness of support.

The meeting was attended by Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka, EU Ambassador to Ukraine Katarína Mathernová, representatives from DG NEAR and the EU Delegation to Ukraine, the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry’s Reform Support Team, the KSE Centre for Public Finance and Governance, and others.

During the meeting, Oleksii Sobolev emphasised that the timely implementation of the Ukraine Plan within the Ukraine Facility programme remains a priority for the Ministry and the Government, led by Prime Minister Yuliia Svyrydenko.

“The implementation of reforms and transformations outlined in the Ukraine Plan is a critical component in ensuring financial stability and building a strong foundation for sustainable economic development. We have already made significant progress and aim to move forward at an accelerated pace. The changes envisaged in the Plan align with the strategy of the Prime Minister and the newly formed Government, as well as Ukraine’s broader commitments to European integration. Fulfilling our obligations will remain our priority. We understand the need for acceleration, and we will speed up,” Oleksii Sobolev stated.

European partners acknowledged Ukraine’s progress in meeting its commitments and reaffirmed their readiness to continue supporting Ukraine on its reform path.

The parties discussed the current results of the Ukraine Plan’s implementation under the Ukraine Facility programme. Regarding the steps planned for the third and fourth quarters, progress is on track, considering prior discussions with partners about optimising timelines.

A significant part of the meeting focused on efforts to optimise Ukraine’s implementation of the Plan and enhance the effectiveness of partner support. Discussions included coordinating approaches to project support within the Ukraine Facility and other sources, as well as avoiding risks of double financing. The parties also addressed solutions to improve project quality and minimise risks of non-compliance with the Plan’s steps.

Background

The Ukraine Facility is an unprecedented EUR 50 billion financial support package from the European Union for Ukraine for 2024–2027. The programme aims to ensure macroeconomic stability, support reconstruction, modernise the country, and promote Ukraine’s European integration.

The Ministry of Economy serves as the National Coordinator of the Ukraine Plan under the Ukraine Facility, responsible for organising, monitoring, and overseeing the implementation of commitments, as well as preparing quarterly reports for the European Commission.

In line with the overall schedule for the Ukraine Plan, 2025 will be the most intensive year in terms of commitments, with 56 steps planned for completion.

In 2024, Ukraine fully and timely met all 36 planned indicators without any changes or adjustments, securing a record EUR 16 billion in international support for the year.
