Ukraine and EU launch EUR 37 million EU4Reconstruction program to support reconstruction: Ministry for Communities and Territories Development

The European Union, together with Denmark, Germany, France, and Lithuania, has announced the launch of EU4Reconstruction, a EUR 37 million Team Europe initiative aimed at strengthening governance and accountability in Ukraine's recovery process and ensuring the effective and transparent handling of public investments in line with EU standards.

The EU4Reconstruction initiative will work closely with the Ministry for Communities and Territories Development of Ukraine, supporting the Government's leadership in planning, coordinating, and monitoring the recovery process.

"The reconstruction of Ukraine is not only about rebuilding the destroyed infrastructure, it is about transforming our systems and institutions. In cooperation with our European partners, we are creating the basis for modern reconstruction management, thereby accelerating our advancement towards the EU. The focus is on communities, in which we are working to ensure that local authorities are capable of preparing effective projects, submitting them for funding, and monitoring their implementation. Transparency and accountability are critical here. That is why we are introducing digital tools for open project monitoring, so that everyone can see how and where resources are being allocated. I am grateful to our European partners for their support and cooperation. Reconstruction is a process that unites the state, communities, and partners around a single goal: to restore life where it has been destroyed by war," said Oleksii Kuleba, Deputy Prime Minister for the Restoration of Ukraine — Minister for Communities and Territories Development.

Over the next three years, EU4Reconstruction program will:

  • strengthen Ukraine’s national reconstruction governance and regulatory framework; 
  • help municipalities plan, finance and deliver infrastructure projects to EU standards;
  • support the State Agency for Restoration and Infrastructure Development and its ecosystem in effectively managing large public investments;
  • expand the role of citizens, civil society, and media in monitoring reconstruction. 

"Today, we are taking an important step forward with the launch of the EU4Reconstruction program—a key component of Ukraine's broader reconstruction and rehabililtation efforts. By focusing on reforms, transparency, and green recovery, we are not only rebuilding infrastructure, but also laying the foundation for a sustainable Ukraine that is ready for its future in the European community," said Katarina Mathernova, EU Ambassador to Ukraine.

"Denmark is contributing the experience of the European Anti-Corruption Initiative to the recovery process — creating integrity systems and open data that prevent abuse before it becomes possible. This is how trust is gained — and this is how every euro works for Ukrainians," emphasized Ambassador of Denmark to Ukraine Thomas Lund-Sørensen.

"Germany has long supported decentralization in Ukraine — from strengthening the role of communities to improving the efficiency of local investment management. Now we are building on this foundation by helping communities plan, procure, and implement EU-standard recovery projects that improve quality of life," added Ambassador of Germany Heiko Thoms.

“Recovery will only be accountable if citizens can see it and influence it,” said French Chargé d'Affaires Sébastien Surun. “France will advocate for the participation of civil society and the media — from public consultations to public scrutiny — to make recovery transparent and democratic.”

“Lithuania is making a practical contribution to institution building: modern project management, capable agencies, and digital tools for transparent implementation,” said Lithuanian Ambassador Inga Stanyte-Tolockiene. “Thanks to CPVA's expertise, we will help partners turn priorities into well-managed, measurable, and sustainable recovery projects.”

Three-year program EU4Reconstruction is about embedding European values in sustainable institutions: transparent governance, capable local authorities, and public trust, ensuring that Ukraine's reconstruction will lay the foundation for a stronger and more democratic future.

EU4Reconstruction, with a budget of EUR 37 million, is being implemented jointly by GIZ, Expertise France, the Ministry of Foreign Affairs of Denmark, and the Central Project Management Agency of Lithuania (CPVA). The program will work with key ministries, the State Agency for Restoration, and dozens of communities across Ukraine.
