  • Ministry for Communities, Territories and Infrastructure Development invited G7 and EU countries to joint implementation of urban development reform

    The Ministry for Communities, Territories and Infrastructure Development invited the G7 countries and the European Union to participate in the joint implementation of the reform in the field of urban planning. That was discussed at a working meeting with representatives of the G7 embassies and the European Delegation to Ukraine. The agenda includes the adoption of the reform draft law No. 5655, which will create the necessary conditions for digitalization of the construction sector and effective management of the reconstruction processes.

    "There are a lot of changes ahead of us in the field of urban development, which after amalgamation also falls under the responsibility of the Ministry for Communities, Territories and Infrastructure Development.

    In particular, next week the Verkhovna Rada is scheduled to vote on draft law No 5655 - on digitalisation of procedures in urban planning and automation of processes. The philosophy of this law is to eliminate officials from the maximum number of procedures, especially in the issuance of permits. Thus, we will minimize corruption risks and significantly improve the business climate in the construction sector.

    In addition, we are significantly strengthening the tools for bringing violators to justice. In the created electronic system, each decision of the participants in the construction process will have a clear digital trace, and therefore no one will be able to avoid responsibility for illegal actions," commented Oleksandr Kubrakov, Deputy Prime Minister for Reconstruction of Ukraine - Minister for Communities, Territories and Infrastructure Development.

    Also, according to Oleksandr Kubrakov, due to the digitalization of many procedures, a wide range of stakeholders, including urban planning authorities, regulators, market participants, will be able to monitor the progress of the project. The draft law also took into account all the comments of the National Agency on Corruption Prevention in full.

    "It is important for us that the key anti-corruption body supports this reform. We understand that a full-fledged reform will not be possible without openness and transparency. With this reform, we strive to finally move from command and control types of relations between the state, business and the public to service and customer-oriented ones. This is especially necessary now, when Ukraine is on the threshold of the largest reconstruction in the history of independence", said Oleksandr Kubrakov.

    As a result of the meeting, representatives of the G7 countries and the European Union were invited to jointly implement the reform in the field of urban planning, in particular in the creation of the Urban Planning Chamber and a number of regulations that will ensure its work.

    It should be recalled that draft law No. 5655 "On Amendments to Certain Legislative Acts of Ukraine on Reforming the Sphere of Urban Development" is currently being prepared for consideration in the second reading in the Verkhovna Rada.
