The Cabinet of Ministers has exempted a number of military and dual-use goods from national export controls. The relevant decision was made by the Government at a meeting on December 9, 2022.

"The war requires us to make quick decisions and act faster. Especially in the area related to strengthening the country's defense capabilities and protecting the population. In the current conditions, the state export control procedure lasts 2-3 months, and sometimes we do not have this time. Therefore, we have exempted from state control certain military and dual-use goods that are needed by our soldiers at the front right now. Or needed by representatives of some professions, for example, journalists who travel to the combat zone. Also, dual-use goods necessary for the protection of civilians, in particular, are exempted from state export control," said First Deputy Prime Minister - Minister of Economy of Ukraine Yuliia Svyrydenko.

The Government approved the list of military and dual-use goods, the international transfers of which are not subject to the Law "On State Control over the International Transfers of Military and Dual-Use Goods" during the period of martial law in Ukraine.

    The list includes, in particular:

    • metal and non-metallic armor plates, manufactured in accordance with military standards or suitable for military use (item numbers ML13.a.1, ML13.a.2)
    • helmets, made in accordance with military standards, helmet shells, shock absorbing pads (ML13.c)
    • body armour or protective clothing, in particular soft body armour or protective clothing manufactured by military standards or specifications, their equivalents and specially designed components thereof, plates for hard body armour (items ML13.d.1., ML13.d.2.)
    • protective suits, gloves, footwear specially designed or modified for protection against hazards (items 1A004.b.1, 1A004.b.2, 1A004.b.3), etc.

The adopted decision will contribute to the prompt, proper and continuous provision of the Armed Forces of Ukraine, objects and sectors of the economy and the population with personal protective equipment.
