Ministry of Finance: Over the week, entrepreneurs received 677 preferential loans worth UAH 3.4 billion under the 5-7-9% state program

Last week, under the state program “Affordable Loans at 5-7-9%,” representatives of micro, small, and medium-sized businesses received 677 preferential loans totaling UAH 3.4 billion from 48 authorized banks, including 361 loans worth UAH 1.4 billion from state-owned banks.

Since the beginning of 2026, entrepreneurs have received 4,354 loans worth UAH 20 billion under the 5-7-9% program, including 2,710 loans worth UAH 7.6 billion from state-owned banks.

During the period of martial law in Ukraine, 104,042 loans were issued for UAH 390.4 billion (including 74,977 loans from state-owned banks for UAH 192.9 billion), of which as of March 2 of this year:

- UAH 58.82 billion was for investment purposes;

- UAH 82.20 billion – for working capital financing;

- UAH 51.58 billion – loans for agricultural producers;

- UAH 61.95 billion – for agricultural product processing;

- UAH 4.50 billion – for energy service financing;

- UAH 56.84 billion – for anti-war purposes;

- UAH 62.42 billion – lending in areas of high military risk.

Since the launch of the program, a total of 138,864 loan agreements have been signed for UAH 480 billion, of which 95,453 agreements for UAH 219.5 billion were concluded by state-owned banks.

The Government, in particular the Ministry of Finance, continues to work on improving instruments to support Ukrainian businesses and attract funds from international partners for the development of entrepreneurship through affordable financing.

The development of the state programmes Affordable Loans at 5-7-9%, Affordable Financial Leasing at 5-7-9% and Affordable Factoring contributes to job creation, economic accessibility and business support during the war.

The state continues to make all necessary compensation payments to businesses under loan agreements concluded within the framework of the Programme.

The Programme is implemented by the National Development Institution (NDI), which began its work on 1 January 2026 in accordance with the Law of Ukraine. The Ministry of Finance is authorised to manage the corporate rights belonging to the state in the authorised capital of the NDI and has approved its Charter. This completed the process of institutional transformation of the Business Development Fund (BDF) into the National Development Institution (NDI).
