Yulia Svyrydenko: Critical infrastructure enterprises will be eligible to create air defense groups – Government approves decision
We are expanding the possibilities for the site-specific protection of critical infrastructure enterprises. The Government has allowed them to be provided with additional weapons to strengthen air defense. This was announced by Prime Minister Yulia Svyrydenko.
According to her, the Cabinet of Ministers has made changes to the experimental project on involving enterprises in the state air defense system, which was approved in November 2025.
The Head of Government voiced a number of new requirements:
1. Expanding participation
Critical infrastructure enterprises, regardless of ownership, can create air defense groups.
2. Clear requirements and training
We are introducing qualification requirements for air defense groups. Personnel will undergo training and certification at institutions designated by the Ministry of Defense.
3. Transparent accounting rules
Under the decision the procedure for inventorying, storing, accounting for, and using air defense equipment and ammunition is streamlined.
4. Temporary provision of weapons
The Air Force Command of the Armed Forces of Ukraine will be authorized to temporarily transfer air defense equipment and ammunition to enterprises on an individual basis for each enterprise. This refers to weapons that are not currently used by combat units.
In the case of ammunition use, replenishment will be carried out according to a simplified procedure based on an act of actual expenditure.
“All decisions are made under the control of the military command and within the framework of the unified air defense system of the Armed Forces of Ukraine,” emphasized Yulia Svyrydenko.
