Ministry of Finance: Tax and Customs Services exceed July plan by over UAH 10 billion

According to preliminary data from the State Treasury Service, UAH 163.5 billion was received into the general fund of the state budget in July 2025.

Key revenues from payments controlled by tax and customs authorities included:

  • UAH 49.1 billion – value-added tax (VAT) on goods imported into Ukraine’s customs territory;
  • UAH 32.4 billion – personal income tax and military levy;
  • UAH 27.0 billion – VAT on goods produced in Ukraine (UAH 42.3 billion collected, UAH 15.3 billion refunded);
  • UAH 26.8 billion – excise tax;
  • UAH 4.9 billion – dividends from enterprises with state ownership;
  • UAH 4.9 billion – import and export duties;
  • UAH 4.8 billion – corporate income tax;
  • UAH 3.3 billion – rent payments for subsoil use.

The State Tax Service achieved 112.6% of the monthly revenue target (+UAH 10.0 billion), while the State Customs Service reached 100.3% (+UAH 0.2 billion).

Overall, in July 2025, the general and special funds of the state budget received UAH 226.6 billion in taxes, fees, and other payments.

According to preliminary data from the State Treasury Service, UAH 1.47 trillion was received into the general fund of the state budget from January to July 2025.

Key revenues from payments controlled by tax and customs authorities included:

  • UAH 294.4 billion – VAT on goods imported into Ukraine’s customs territory;
  • UAH 200.1 billion – personal income tax and military levy;
  • UAH 183.1 billion – VAT on goods produced in Ukraine (UAH 284.6 billion collected, UAH 101.5 billion refunded);
  • UAH 160.5 billion – corporate income tax;
  • UAH 159.6 billion – excise tax;
  • UAH 60.8 billion – dividends and part of net profits;
  • UAH 30.1 billion – import and export duties;
  • UAH 22.0 billion – rent payments for subsoil use.

In addition to the National Bank of Ukraine’s profits (UAH 84.2 billion, transferred in April–May), a significant revenue source remains international assistance (grants) amounting to UAH 210.9 billion.

Overall, from January to July 2025, the general and special funds of the state budget received UAH 2.09 trillion in taxes, fees, and other payments. State budget expenditures for this period totalled UAH 2.78 trillion, including UAH 2.17 trillion for the general fund.

Contributions to pension and social insurance funds (Unified Social Contribution) from January to July 2025 amounted to UAH 369.4 billion, with UAH 54.8 billion received in July.

According to preliminary data, actual state borrowings to the general fund of the state budget from January to July 2025 totalled UAH 998.0 billion, or 93.8% of the planned amount.

From the placement of domestic government bonds (OVDPs), UAH 302.9 billion was allocated to budget financing, including UAH 61.8 billion in foreign currency (USD 853.8 million and EUR 557.7 million).

Of this, UAH 140.3 billion was raised through the issuance of military OVDPs.

External sources provided UAH 695.0 billion (approximately USD 16.7 billion), including UAH 507.7 billion (approximately USD 12.1 billion) through the ULCM mechanism, specifically:

  • UAH 365.0 billion (EUR 8.0 billion) from an EU loan under the Ukraine Loan Cooperation Mechanism (ULCM mechanism);
  • UAH 142.7 billion (SDR 2.5 billion) from a Canadian Government loan (ULCM mechanism);
  • UAH 138.3 billion (EUR 3.1 billion) from an EU loan under the concessional long-term Ukraine Facility;
  • UAH 37.97 billion (SDR 674.0 million) from IMF funds;
  • UAH 7.95 billion (USD 190.8 million) from an IBRD loan under the Delivering Resilient Infrastructure in Vulnerable Environments (DRIVE) project;
  • UAH 2.1 billion (USD 50.0 million) from an IBRD loan under the Transforming Healthcare through Reform and Investments in Efficiency (THRIVE) project;
  • UAH 0.96 billion (USD 23.0 million) from an IBRD loan under the Social Assistance System Modernization Project;
  • UAH 0.008 billion (USD 0.21 million) from an IDA (IBRD) loan under the Housing Repair for People's Empowerment (HOPE) project.

Meanwhile, state debt repayments from January to July 2025 amounted to UAH 370.5 billion (96.7% of the plan), and debt servicing payments totalled UAH 198.5 billion (72.6% of the plan).
