Ministry of Finance: Entrepreneurs received 110,500 preferential loans totaling UAH 418.6 billion under the “5-7-9%” state program during the full-scale war
Over the past week, under the Affordable Loans at 5-7-9% state program, representatives of micro, small, and medium-sized businesses received 789 preferential loans totaling UAH 3.7 billion from 48 authorized banks, of which 462 loans worth UAH 1.7 billion came from state-owned banks.
Since the beginning of 2026, under the “5-7-9%” Program, entrepreneurs have received 10,814 loans totaling UAH 48.2 billion, of which 6,700 loans totaling UAH 19.5 billion were provided by state-sector banks.
During the period of martial law in Ukraine, 110,502 loans totaling UAH 418.6 billion were issued (including 78,967 loans totaling UAH 204.7 billion from state-sector banks), of which, as of April 20 of this year:
- UAH 62.85 billion – for investment purposes;
- UAH 84.75 billion – to finance working capital;
- UAH 54.77 billion – loans for agricultural producers;
- UAH 69.44 billion – for agricultural processing;
- UAH 5.85 billion – for financing energy services;
- UAH 56.82 billion – for anti-war purposes;
- UAH 71.27 billion – for lending in high-war-risk zones.
In total, since the Program’s launch, 145,324 loan agreements have been signed for UAH 508.2 billion, of which 99,443 agreements for UAH 231.4 billion were signed by state-owned banks.
The Government, in particular the Ministry of Finance, continues to work on improving instruments to support Ukrainian businesses and attract funds from international partners for the development of entrepreneurship through affordable financing.
The development of the state programmes Affordable Loans at 5-7-9%, Affordable Financial Leasing at 5-7-9% and Affordable Factoring contributes to job creation, economic accessibility and business support during the war.
The state continues to make all necessary compensation payments to businesses under loan agreements concluded within the framework of the Programme.
The Programme is implemented by the National Development Institution (NDI), which began its work on 1 January 2026 in accordance with the Law of Ukraine. The Ministry of Finance is authorised to manage the corporate rights belonging to the state in the authorised capital of the NDI and has approved its Charter. This completed the process of institutional transformation of the Business Development Fund (BDF) into the National Development Institution (NDI).
