Ministry of Economy, Environment and Agriculture and Ukraine Facility Audit Board continue cooperation on Ukraine Plan implementation
On 27 August, the team of the Ministry of Economy, Environment and Agriculture, led by Deputy Minister Daria Marchak, met with representatives of the Ukraine Facility Audit Board to enhance coordination on the programme’s implementation and discuss current tasks related to monitoring the Ukraine Plan.
Such consultations are regular and mandated by the Ukraine Facility regulations, fostering stronger collaboration and effective interaction in oversight and audit of fund use. The meeting focused on the Ministry’s role as the National Coordinator for the Ukraine Facility.
“The Ukraine Facility programme is vital for Ukraine’s macroeconomic stability, state budget support, reform implementation, and EU integration. We continuously monitor the Ukraine Plan’s execution and are grateful to the Audit Board for their expert analysis and constructive proposals. These recommendations will further enhance transparency and efficient use of funds provided by European partners,” said Daria Marchak.
The Ministry team thanked partners for their support and reaffirmed readiness to cooperate on audit oversight to ensure effective use of EU funds. The parties agreed to coordinate efforts in the following areas:
- Implementing the Ukraine Plan steps and enhancing inter-agency coordination to meet deadlines.
- Developing an audit strategy for the Ukraine Plan in line with EU requirements.
- Improving project monitoring systems and supporting communities in procurement processes.
Audit Board representatives confirmed their commitment to working closely for a transparent and accountable approach to the programme. Participants noted that a partnership-based approach and open dialogue are key to achieving shared goals.
“Our goal is to ensure all Ukraine Facility processes are transparent and accountable, meeting EU standards. This can be achieved through clear fund oversight procedures. Having worked in the Polish government during its EU integration, I understand the challenges involved. Ukraine’s government team must work cohesively to achieve our common goal and adopt effective European practices,” said Marek Belka, Chair of the Ukraine Facility Audit Board.
The delegation expressed readiness to provide support and share monitoring results upon completion.

The Ukraine Facility Audit Board, established by the European Commission in June 2024, is an independent body tasked with ensuring transparent and efficient use of EU funds for Ukraine’s recovery, reconstruction, and modernisation. It conducts independent consultations, analyses systemic processes, and provides recommendations to the European Commission and Ukrainian authorities, supporting high standards in programme implementation and financial support utilisation.
The Ukraine Facility is a EUR 50 billion EU financial support programme for Ukraine from 2024 to 2027, tied to specific structural reforms and investment projects.
