Affordable Mortgage Program eOselia turns three with over 20,000 Ukrainian families having purchased housing: Ministry of Economy, Environment and Agriculture
The Affordable Mortgage Lending program eOselya has celebrated its third anniversary. Over this period, 20,272 Ukrainian families have benefitted from purchasing their own homes through preferential loans. The total amount of funds provided exceeds UAH 34.1 billion. The eOselia program is a key component of the Made in Ukraine policy, aimed at stimulating demand for Ukrainian goods and creating favorable conditions for production development.
"Three years ago, the state launched eOselia, and today it is one of the most recognizable tools of state policy. The program has enabled over 20,000 families to acquire their own homes, while also supporting the construction industry during the war, creating jobs, and stimulating related industrial sectors. The Government will continue to expand access to affordable mortgages so that even more Ukrainians can benefit from it," said Oleksii Sobolev, Minister of Economy, Environment, and Agriculture of Ukraine.
Thanks to eOselia, more than 12,500 children are now growing up in their own homes. The program is most frequently used by young families with one child and single individuals, for whom it represents their first opportunity to purchase their own housing.
Over the course of the eOselia program, the Government has expanded its conditions several times:
• In October 2022, contract military personnel, healthcare workers, educators, and researchers gained access to preferential mortgages.
• Later, the program was extended to all Ukrainians in need of new housing.
• In November 2024, the Government shifted the program’s focus to the primary housing market, allowing apartments and houses up to three years old to be purchased under standard conditions.
• Military personnel, healthcare workers, educators, researchers, and veterans can purchase housing up to 10 years old in frontline areas, while internally displaced persons (IDPs) can buy housing up to 20 years old nationwide.
• Also, from November 2024, young people under 25 can join the program with a down payment of 10% instead of 20%, which can be covered by an eVidnovlennia certificate.
• In August 2025, the Government launched a new support initiative for IDPs and residents of frontline areas, offering up to 70% compensation for the down payment, up to 70% of monthly payments for one year, and up to UAH 40,000 for related expenses, with UAH 4.4 billion allocated in the State Budget for this purpose.
These changes significantly increased demand for new buildings: while previously one-third of participants chose new constructions, in 2025, this figure rose to 40%.
The highest number of loans were issued in Kyiv region (5,633) and the capital, Kyiv (4,386). Other active regions include Lviv region (1,248 loans), Ivano-Frankivsk region (941), Odesa region (921), and Vinnytsia region (901). The program also operates in frontline regions, with 601 loans issued in Chernihiv region, 607 in Dnipropetrovsk region, 155 in Kharkiv region, and 52 in Zaporizhzhia region.
The eOselia program is implemented by the Ministry of Economy, Environment and Agriculture, and Ukrfinzhytlo PrJSC, the Ministry of Digital Transformation, and, for partial mortgage cost compensation for IDPs and residents of frontline regions, the Ministry of Social Policy, Family, and Unity, together with the Pension Fund of Ukraine.
