Concession tender at the Port of Chornomorsk signals to the world Ukraine’s readiness to attract investment even during wartime: Oleksii Kuleba

Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba, speaking at a press conference in Odesa, discussed the progress of the concession tender at the Port of Chornomorsk, as well as measures to strengthen the protection of port infrastructure amid escalating attacks from russia.

According to the Deputy Prime Minister, the concession tender, which launched on 20 December 2025, is currently at the stage of reviewing applications. The number and names of the companies involved are not being disclosed – this approach aligns with international practice and is designed to ensure fair competition. At the same time, the Government has carried out a large-scale promotional campaign – both in Ukraine and abroad – to attract strong investors with experience in managing relevant assets.

“Ukraine has received a clear signal from the international market: Ukrainian assets are in high demand, and investors are keen to commit funds even under wartime conditions. That is why public-private partnership has been designated as the Ministry’s top priority. In particular, at least four major infrastructure projects are additionally planned for implementation in Odesa region,” noted Oleksii Kuleba.

The Deputy Prime Minister also addressed security issues. While all six port water areas fall under the responsibility of the Armed Forces of Ukraine, the Ministry is stepping up “small air defence” measures. In one of the water areas, a volunteer territorial community formation has already been established, which carries out combat missions and is showing good results. Electronic warfare capabilities are also being expanded, along with physical protection measures and coordination with private businesses to safeguard their property.

Among the key tasks assigned to the newly appointed leaders of the port sector are reducing downtime, shortening cargo handling waiting times, and increasing transshipment volumes. According to Oleksii Kuleba, these steps will help lower business risks and improve port efficiency amid persistent security threats.
