    The idea of the decentralization reform introduced by the Government of Ukraine, recognized as one of the most successful reforms, is not only to transfer funding to the regions, but also to provide tools that allow communities to earn additional financial resources for the development of territories. The Prime Minister of Ukraine Volodymyr Groysman said on air of the Ukraine television channel.

    "The essential idea implied not just transferring money, but also devolving of tools that will allow the regions to make money", said Volodymyr Groysman.

    He added that in 2014 – when the reform had been launched - the budgets of the communities amounted to UAH 70 billion, and in 2018 - already more than UAH 270 billion. That is why people demand the improvement of living conditions. And now, according to the Head of Government, it is important for the people in the regions could master the tools of the reform, and the professionalism and responsibility of executives served the needs of the society.

    Moreover, Volodymyr Groysman stressed that the consolidation of the reform should take place at the level of the Constitution of Ukraine, so that all citizens of Ukraine could feel the benefits of the reform. Now, 70% of the population already feel the benefits of the reform. And before the local elections in 2020 all citizens must obtain the right to recognition and sustainability of communities.
