Communities to receive another funding package for 119 recovery projects with the support of the EIB
Communities are to receive UAH 740.3 million to implement 119 recovery projects with the support of the European Investment Bank (EIB). The distribution of subsidies for local budgets has been approved by the Government. This is another funding package under the Ukraine Recovery III. The funds will be used to restore social and critical infrastructure, including in regions affected by the war.
"We are directing resources to where they will have the most tangible impact on people. These are specific projects that will help communities restore important facilities and provide basic services to citizens. This includes the restoration or construction of hospitals, critical infrastructure facilities, and strengthening the energy resilience of communities. Support must reach communities in a timely and targeted manner, especially where the effects of the war are most acute," emphasised Deputy Prime Minister for Restoration - Minister for Communities and Territories Development of Ukraine, Oleksii Kuleba.
In total, the programme provides funding for 119 projects, including:
21 - in healthcare sector
63 - water supply and sanitation facilities
35 - projects to improve the energy sustainability of communities.
Five projects will be implemented in Vinnytsia region, 4 in Dnipropetrovsk region, 4 in Zhytomyr region, 8 in Zakarpattia region, 5 in Zaporizhzhia region, Ivano-Frankivsk - 2, Kyiv - 7, Kirovohrad - 7, Lviv - 7, Mykolaiv - 4, Odesa - 5, Poltava - 5, Rivne - 4, Sumy - 9, Ternopil - 3, Kharkiv -10, Kherson - 3, Khmelnytskyi - 7, Cherkasy - 7, Chernivtsi - 4, Chernihiv - 9.
These projects were selected by the Ministry for Communities and Territories Development in 2025 through an open competition in the DREAM system. Communities submitted applications, underwent evaluation, and a commission — with the participation of representatives of ministries and the public — reviewed them online in a transparent manner. As a reminder, the Ukraine Recovery III is being implemented under a financial agreement between Ukraine and the European Investment Bank. It provides for the allocation of EUR 100 million to finance projects to restore social infrastructure, housing and communal services, and other important areas in regions affected by russian military aggression.
