    Prime Minister of Ukraine Volodymyr Groysman considers that decentralization reform is irreversible, and now it is necessary to spur the process of community consolidation, holding elections there and, hence, strengthening the opportunities for development of these territories. The Head of Government said this during A Question Time for the Government at the Verkhovna Rada.

    He stressed that those transformations being already implemented in the regions yield tangible results. And most mayors and village heads actively use decentralization tools.

    "I agree with the necessity to continue the process of amalgamation and to hold elections. As a result, the communities will become fully sustainable," Volodymyr Groysman stressed. "I have created a working group to update the Concept of Local Self-Government Development. We need to make amendments to the Constitution (to formalize the decentralization reform in legislation)", the Head of Government stated.

    Apart from that, the Prime Minister said that there exist regions in which no consolidated community was formed. "There are 99 districts in which no consildated community was established. I have instructed to submit the list of irresponsible heads of administrations that are not capable of creating a new quality of life for people. We will appeal to the President with a proposal to dismiss such leaders," Volodymyr Groysman noted.
