  • Overriding task of the civil service reform is to change outdated and ineffective system, says Volodymyr Groysman

    A key task of the reform of the civil service is to change old  and inefficient system by applying the best practices  and tools of the countries with developed democracy. Prime Minister of Ukraine Volodymyr Groysman made this statement during the conference "Public Administration Reform: Challenges and Prospects"

    The Head of Government recalled that the public administration sytem encapsulates new principles of work, responsibility, service and professional civil service in which the best professionals are engaged.

    "We attract people in public service through public contests, where everyone can apply openly to those positions that were unavailable a few years ago because the system was closed," Volodymyr Groysman said.

    The Prime Minister emphasized that the Government has significantly managed to reboot the  outdated system of governance.

    "The most striking change is the decentralization of power when we  began to change the system from the central level and transfer resources to the regions. This is obvious fact for today: regions have better opportunities to address the demands of society. The community chooses its leadership which has already been provided with financial resources, and the ability to make decisions. Earlier we could only dream about it", the Prime Minister stressed.

    According to the Head of Government, social elevators are opened due to the reform. "The fact that today hundreds of thousands of young professional people with good education can come to work in  the central government means that we can accumulate the best potential for the management of the state," he said.

    Background

    The results of the Public Administration Reform:

    • The reorganization of 10 pilot ministries, the Secretariat of the Cabinet of Ministers of Ukraine and 2 agencies was kicked off. 58 directorates were created. More than 30,000 applications were submitted online through the portal vacancies career.gov.ua. Competition - 24 candidates for one vacancy. About 600 new civil servants have already started working;
    • Modern vacancy portal career.gov.ua was launched through which  candidates submitted more than 32,000 applications. This is an unprecedented interest in the civil service sector’s vacancies;
    • 125 e-services for business and population were launched, 50 more services are planned to be introduced this year;
    • Due to the new competition procedure, it became possible to attract talented youth, business and public sector professionals to the public service. At present, about 40% of general directors of the directorates aged 31 to 40 years. The youngest general director is 28 years old. 38% of winners in all positions did not have previous experience of the state service.
