State Inspectorate for Energy Supervision steps up oversight of the preparedness of socially critical facilities to operate under emergency conditions

Specialists from the State Inspectorate for Energy Supervision, working together with representatives of distribution system operators, have conducted monitoring of the security of electricity supply at 1,805 socially critical facilities, as well as the technical condition and operational organisation of heating systems at 1,788 facilities.

These are the priority facilities identified by the Kyiv City and regional state administrations, including healthcare institutions, educational establishments and social welfare facilities.

To date, nearly 91% of the issues identified in the electricity sector and over 95% in the heat supply sector have been rectified.

The assessments specifically examined: the condition of infrastructure, availability of backup power sources, automation and control systems, technical condition and readiness of electrical and heating systems to function during emergency situations. This kind of monitoring allows organisations without their own energy departments to identify potential risks promptly and prevent accidents. At the same time, local authorities receive the information needed for planning remedial measures and preparing budgets.

The inspections revealed cases of non-compliance with regulatory requirements in the electricity sector and a number of shortcomings concerning the technical condition and operational organisation of energy facilities in the heat supply sector. The management of the relevant entities has been issued appropriate recommendations.

Complete elimination of all identified issues is essential to improving the reliability and safety of energy supply to socially critical facilities. The State Inspectorate for Energy Supervision will continue to closely monitor implementation of the recommendations.
