National Veterans Policy: Key decisions adopted by the Government
The main topic of the Government's off-site meeting on October 23 was a veterans policy, in particular, the approval of acts that build a system of state support focused on caring for veterans, their health, professional growth, and proper recognition.
A resolution was adopted to launch a joint pilot project of the Ministry of Veterans Affairs, the Ministry of Health, and the National Health Service of Ukraine on long-term medical care. This is a new approach to health care — not just treatment, but ongoing, comprehensive support for people who need extensive care after injuries or serious illnesses. The aim is to create a model of continuous support that will ensure a decent quality of life for those who sacrificed their health for Ukraine.
Another important decision was the approval of the Concept of the State Target Program “Veteran. Work” for 2025-2027. Its goal is to build a modern system for the professional adaptation of veterans, covering all stages of their return to civilian life. The program provides for the development of training and retraining, the creation of digital tools for job search, support for veterans in the workplace, and partnerships between the state, businesses, and civil society. This is a way to ensure that military experience becomes an advantage rather than a barrier to development.
The Government also passed a bill clarifying the legal status of foreigners and stateless persons who fought for Ukraine. The document establishes clear legal conditions for their stay in our country together with their families — a gesture of gratitude to those who, without Ukrainian citizenship, stood up to defend our freedom.
In a separate order, the Cabinet of Ministers approved measures to commemorate the Day of Remembrance of the Defenders of Ukraine, members of volunteer formations, and civilians who were executed, tortured, or died in captivity. This day will become an important part of the national culture of remembrance — a symbol of respect, humanity, and gratitude.
Together, these decisions demonstrate a new quality in the Government's veteran policy that is comprehensive, consistent, and people-oriented. The state is building a modern system of support for veterans, from medical care to professional development, from honoring their memory to creating new opportunities.
