The year 2024 is coming to an end.
Another year of struggle for Ukraine's freedom. A year of resilience and a year of invincibility.
We made through it with dignity thanks to our soldiers - male and female defenders. And thanks to all Ukrainians who have contributed to bringing our victory closer.
Today, I would like to highlight ten key areas where we have achieved substantial results.
The first area is security and defence.
More than half of the state budget expenditures were allocated to defence this year. Literally every hryvnia raised domestically.
Thanks to investments from the state and the private sector, the capabilities of the Ukrainian defence industry have increased sixfold.
More than 800 state-owned and private companies operate in the defence sector. More than a thousand pieces of weapons and equipment have been approved for use, and half of them are Ukrainian-made.
In the drone segment, domestic products account for over 96%. More than 1.2 million drones have been purchased through the Army of Drones project.
Ukraine produces more self-propelled artillery systems than any other country in the free world. The missile programme has made significant progress. Ukrainian long-range weapons have been created.
The so-called ‘Danish Model’ of loading Ukrainian defense industry has trigerred. That is when partners purchase weapons for Ukraine from Ukrainian enterprises. It has already helped to raise almost USD 1 billion.
The second area is our financial sustainability.
All priority expenditures have been financed in full.
We have raised USD 41.7 billion in international aid from partners. I am grateful to all the countries and international financial organizations for the solidarity.
The EU's Ukraine Facility has also been launched.
For the first time in its history, Ukraine has undergone six reviews under one programme with the IMF. We received almost USD 10 billion under the programme.
We have achieved one of the biggest financial victories during the war: The EU and the G7 countries are providing Ukraine with USD 50 billion secured by russian frozen assets. The russian money is working for our resilience, and the first tranche of USD 1 billion has already been transferred to the budget
The third area is energy.
Despite numerous russian attacks on the energy sector, we have withstood and managed to preserve the integrity of the system. We have launched the massive reconstruction programme.
The Ukraine Energy Support Fund has attracted more than EUR 1 billion in contributions from partners. We use these funds to buy equipment and return light and heat to people's homes. We have expanded the capacity to import electricity from Europe from 1.7 GW to 2.1 GW. This helps to balance the power system.
We have introduced an energy support package for citizens and businesses. Interest-free loans for individuals, loans for condominiums, housing cooperatives, small and medium-sized businesses, and preferential loans for large entrepreneurs.
We are building decentralised energy as an important part of the post-war energy system.
The fourth direction is recovery.
We have clear priorities: energy, housing, critical and social infrastructure, and humanitarian demining.
In 2024, 155 schools and 124 medical institutions have been restored, and 640 infrastructure projects have been implemented.
Under the eVidnovlennia programme, over 46,000 families have received UAH 4.7 billion for damaged and destroyed housing this year. We have also issued housing certificates for UAH 4.4 billion to another 2,800 families.
We have practical successes in humanitarian demining. More than 315,000 hectares of potentially mined agricultural land have been inspected, and more than 265,000 hectares have been returned to use.
The fifth direction is adhering by the Government of all social obligations.
We have paid over UAH 730 billion in pensions and almost UAH 180 billion in social benefits in 2024. Indexation of pensions was carried out.
Tariffs for gas, heat and electricity remained unchanged for the current heating season. The families who need that have got assistance in the form of housing subsidies.
The Winter Support package initiated by the President of Ukraine as an additional support has been launched as well.
The list of state social services has also been expanded, and the number of Resilience Centres has already reached 200 in number. These are spaces people receive comprehensive support, including psychological support,
The sixth direction is education and healthcare sector.
Thanks to the comprehensive School Offline policy, more than 100,000 children have returned to full-time education under safe conditions.
UAH 7.5 billion was allocated for the construction of shelters. We have purchased more than 500 Ukrainian-made school buses.
We have established the Educational Security Service in Schools and it is currently operating in more than a thousand educational institutions.
The Government has allocated UAH 2 billion for free meals for primary school students and a programme to modernise school canteens.
We also continued the NUS reform, updated more than a hundred vocational school workshops, and started issuing tuition grants for contract students.
In the healthcare sector, we place emphasis on rehabilitation. We have channeled more than UAH 4.7 billion into this area. In 2024, more than 2.3 million people used the Affordable Medicines programme. The network of mobile pharmacies covered 13 regions.
The seventh area is the veterans’ policy.
An electronic veteran's certificate is launched and more than 350,000 people are now using it.
We have 1,480 one-stop shops in the CASPs for veterans and their families.
We have expanded the programme of free prosthetics. The maximum prices for prostheses with enhanced functionality have been increased, and the procedure for obtaining such a prosthesis has been simplified.
Thanks to grant support from the state, a thousand veteran businesses have been launched. Almost 20,000 military personnel and veterans have benefited from free dental prosthetics and dental treatment.
Over 4,600 defendes have received their own housing.
More than 460 veterans' support specialists have already started working and, their number would increase month by month.
The eighth area is the adaptive economy, business operations and logistics development.
At the beginning of the year, President Volodymyr Zelenskyy launched the Made in Ukraine policy, and it has already generated 0.6% GDP growth.
In particular, sales of Ukrainian goods increased by 9.5% thanks to the National Cashback programme. It has involved 8 million citizens and 1,600 Ukrainian producers.
Almost 18,000 new jobs have been created thanks to grants for the development of processing, and 42,000 more will be generated through microgrants to entrepreneurs for starting and developing their own businesses. We issued 10,600 of them for a total of UAH 2.6 billion. We also launched a grant component for young people.
The 5-7-9 programme remains another important business support tool. In 2024, entrepreneurs received more than 24,000 loans worth over UAH 90 billion under this programme.
Under the eOselia programme, almost 15,000 families having already received a concessional mortgage.
In 2024 we have yielded the third harvest during the full scale war - 75.5 million tonnes of grains and oilseeds.
The state helps farmers. In addition to grants for horticulture and greenhouse farming, agricultural producers received UAH 3.5 billion in grants and subsidies this year. The result was an increase in exports by more than 13%.
The logistics capabilities of our country have expanded. In particular, the transshipment of Ukrainian ports amounted to more than 91 million tonnes - both at the expense of the ports of Greater Odesa and the Danube port cluster.
Ukraine has extended the ‘transport visa-free regime’ with the EU, Norway and Turkey.
The capacity of the western border has been increased as well: a new checkpoint was opened on the border with Poland, and 18 more checkpoints were reconstructed.
The ninth direction is European integration.
2024 was a landmark year here.
Pre-accession negotiations on Ukraine's membership in the European Union have begun. An external screening of Ukrainian legislation for compliance with European law has also started.
The first negotiation cluster has already been completed in this direction.
We have created an effective architecture of the negotiation process and prepared draft roadmaps envisaged by the Negotiating Framework.
We are ready to promptly complete all the ‘homework’ so that the EU member states can make a political decision as soon as possible
The tenth direction is digitalization.
The digital state has become the reality we live in.
Almost 22 million Diia users, more than 30 services are available in the app and more than 120 on the portal. Ukraine ranks fifth in the world in terms of the development of digital public services.
In 2024, the e-Entrepreneur service, the Mriya educational ecosystem, Diia bookings, online marriage, uResidency and much more have been launched.
Each new service has a specific goal - to help people, to modernise the state, to speed up all processes so that post-war Ukraine makes a rapid leap in its development.

The primary result of the third year of full-scale war is our resilience, our adaptability, and prompt responses to numerous challenges.
Once again, I thank everyone who protects, rescues, treats, teaches, and works. Thanks to our unity, we have made it through 2024.
There are a lot of challenges and a lot of work ahead.
I am confident that we will become even stronger in 2025.
