The draft law
"On the Principles of Administrative and Territorial Structure"
approved by the Government and already registered in the Parliament, is the key
out of a package of 17 bills on decentralization. Its
adoption aims at simplifying mechanisms and motivating communities to amalgamate
as well as strengthening their functions. In
general, decentralization is a revolutionary process that changes the system of
governance, financing, powers and, most importantly, responsibility.
This was stated
during a round table dedicated to activities of local self-government bodies and
legal framework within which they are acting. The event was chaired by Vice
Prime Minister/Minister of Regional Development, Construction and Housing and
Communal Services of Ukraine Hennadii Zubko.
