  • Hennadii Zubko claims local governments should act within legal framework which is viewed through the prism of the state's duty to ensure the safety of citizens

    The draft law "On the Principles of Administrative and Territorial Structure" approved by the Government and already registered in the Parliament, is the key out of a package of 17 bills on decentralization. Its adoption aims at simplifying mechanisms and motivating communities to amalgamate as well as strengthening their functions. In general, decentralization is a revolutionary process that changes the system of governance, financing, powers and, most importantly, responsibility.

    This was stated during a round table dedicated to activities of local self-government bodies and legal framework within which they are acting. The event was chaired by Vice Prime Minister/Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Hennadii Zubko.
