  • EU to grant €104 million to Ukraine to support public administration reform
    posted 19 December 2016 13:51

Today, December 19, in Brussels Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine Ivanna Klympush-Tsintsadze and Director General for Enlargement at the European Commission Christian Danielsson signed an Agreement on financing a public administration reform.

The first financing agreement signed today is planned for 5 years and governs European Commission support to Ukraine's public administration reform.  Worth €104m, this is one component of a larger package totalling €300m of EU support for accountable and transparent government in Ukraine, developed over past months in order to back Ukraine's own reform efforts.

"The public administration reform is a key for the implementation of other reforms. The main obstacle is low wages of the people who bear the enormous responsibility both for the state budget and for the steering the government machine. Fair pay for such work is the pledge to long-term success of Ukraine. The funds provided by this Agreement, in particular, should solve this problem," said Ivanna Klympush-Tsintsadze.

It should be noted on June 24, 2016 with its order No. 474-R the Cabinet of Ministers of Ukraine approved the Public Administration Reform Strategy for 2016 – 2020, which, inter alia, provides for the creation of the posts of experts on reforms in ministries, review of functions of the ministries and streamlining their structure, introduction of e-governance etc.
