  • MIP presented a public opinion survey and means of communication together with Ukrainians of occupied Crimea

    9 June, in the news agency "UKRINFORM", a presentation of the study "Analysis of Ukrainians' public opinion survey in the occupied Crimea: the essential support and preferred methods of communication with the Homeland" was held.

    The event was attended by: Emine Dzhaparova - First Deputy Minister of information policy; Borys Khodorkovsky - the study's author, expert on social and business communications, media coach, founder of the "Netocrat Communications", editor in chief of the "Odessa Business News"; Yulia Tyshchenko - the expert of the Ukrainian center for independent political research, a political analyst; Anastasia Borovska - chief consultant of information security and information society development department of the National Institute for strategic studies.

    According to the First Deputy Minister of information policy of Ukraine Emine Dzhaparova, all the classic polls in Crimea today is not working, because the territory is occupied, and people are in total fear.

    "Today there is a need to find innovative approaches to sociological research and the measurement of attitudes for communication with the Crimea. Communication is not just an information, it's feedback from the Crimea, which is now almost impossible, it makes it difficult to identify the needs of the citizens of Ukraine in Crimea and the establishment of the communication strategy of the peninsula reintegration. The return of the peninsula is not only the return of the territory, it is also the return of people. We have to look for ways to hear them", - said Emine Dzhaparova.

    Borys Khodorkovsky, the study's author, an expert on social and business communications, said that in the context of current legal and social fields of the Crimea, the proposed method is almost the only possible and it can ensure an efficient and completely anonymous approach to the study.

    "Conduct opinion survey of Ukrainians in the Crimea is possible only under the condition of ensuring complete confidentiality and anonymity, otherwise the study will not be representative. This applies to all studies conducted after 2014. The GFK is especially known, it was conducted by telephone survey. Our pilot project is a testing of a new methodology in the cramped conditions of communication with the Crimea, consisting of the following stages: an interview with the continental Ukrainians, who have kept the connection with the Crimean population, and confidential survey of Crimeans using Google Forms" - said Khodorkovsky.

    According to him, the results of the survey was introduced as the data collected in percentage terms relative to identification of the Crimeans with Ukraine and their need for communication with their mainland.

    Anastasia Borovska, a chief consultant of information security and information society development department of the National Institute for strategic studies stressed that the study has already been used in the preparation of analytical materials of the Institute.

    "Public authorities operate largely on open sources of information, therefore, sociological researches, carried out by representatives of non-governmental organizations and research institutions, are important contribution for the preparation of solutions for communicating with citizens in the occupied territories", - recalled Barovska.

    Yulia Tyshchenko, an expert of the Ukrainian center for independent political research believes that the classic methods of sociological research in Crimea need to be treated very carefully because the level of fear and mistrust on the peninsula are extremely high.

    "It is impossible to speak about objective results under such conditions. Therefore, it is necessary to introduce innovative methods of surveys based on trust, security and privacy of the respondents", - said Tyshchenko.

    A project of sociological research is introduced in the framework of the Program of training of public communications of the Royal Institute of "Public relations".
