Arsen Avakov: Ministry of Internal Affairs is being transformed into the civil Ministry of European model

The Ministry turns into a civil Ministry of the European model, while the police officers throughout the country must undergo a "total re-assessment process” within the next six months. Minister of Internal Affairs of Ukraine declared on December 8, during the Public report of the leaders of central executive authorities of the security block.

According to him, a key objective of the strategy of reforms in the Ministry was the change of the Ministry of militia into the Ministry of Internal Affairs, similar to the model existing in a majority of European countries. During the year the reforming process entailed a number of necessary measures, in particular, there has been adopted the necessary regulatory framework, amended over 100 acts.

The Interior Minister noted the launched changes enabled to achieve that the Minister of Internal Affairs now is not "the chief militia officer and the head" but the civil lobbyist and supervisor of the key institutions subordinate to the Ministry of Internal Affairs: the National Police, the National Guard, migration, border services and the emergency service. In addition, the new service centers are replacing MREV (Interdistrict Registration and Examination departments), which have been eliminated.

According to Arsen Avakov, in order to appeal to society for support, it was necessary to show some action. In this regard, a patrol police project was launched, which is now a "brand identity" of reforms pursued by the Ministry of Internal Affairs. The next step is the reform of the subdivisions of district inspectors, criminal police, and the like.

The Interior Minister noted that decent work of law enforcement officer can be ensured by appropriate salaries, fuel, and public support as well as legislative framework. At the same time there continues the process of re-assessment of former militia officers who volunteered to join the National police.

"I hope that in 6 months I can say to the entire country: "the Police have been updated", stressed Arsen Avakov, adding that since the beginning of the year, for various reasons there have already been dismissed 47 thousand employees.
