Local budgets have
obtained additional 40% of revenues through the decentralization process. Part
of these funds should be directed to repair schools and prepare them for the upcoming
winter. Prime Minister Arseniy Yatsenyuk said in 10 minutes programme on
Sunday, October 4.
Arseniy Yatsenyuk
noted that several days before he had met with 22 headmasters of Kyiv schools,
who had won an open competition to fill relevant posts: "They haven’t been
appointed by top officials, but these people have been selected as a result of
an open transparent competition. They are incredibly talented principals, whose
eyes are bright, who have a different vision of how to build secondary
education, who ache about their job and who want secondary education to become
the foundation for intelligent, well-developed and strong Ukrainian
nation."
The Prime Minister explained
the meeting had taken place in Kyiv school №148: "The windows in the
school haven’t been replaced for 50 years. The gym, to put it mildly, is far
from good. The inventory and equipping of the school are far from high
standards."
"The school’s
headmaster, who was elected through the contest, wants, knows and has an ability
to change the school and to provide these children with the best education
possible. So do the teachers. But these people need help, primarily by local
authorities", stressed Arseniy Yatsenyuk.
He appealed to the
representatives of local authorities: "The local budgets contain certain
resource: someone has accumulated funds worth dozens of millions, someone -
hundreds of millions. Take the money that you received as additional revenue
from the decentralization, making up 40% of additional financial resource, and
spend it on our children."
Arseniy Yatsenyuk emphasised that
the city mayors, heads of RSA should ensure preparation of schools for the
winter: "Go low. If it is necessary to replace the windows and you have
the resource, just do it. If you can repair several classrooms not using
funding of parents, but using the money of the local budget, just do it. As you invest in the most precious and valuable – in the knowledge
and science for our children".
