Serhii Kvit believes education is a social value, so it must be public and of high quality

This was stressed by Education and Science Minister of Ukraine Serhii Kvit during the public presentation of two bills "On education" and "On higher education" on May 27, 2015.

 "The law" On education "should put the conceptual framework of educational levels and establish connections between them," Serhii Kvit underlined.

The Ministry of Education and Science will initiate the transition to a 12-year education system in schools. Education Minister Serhii Kvit stated this during the presentation of the draft laws "On education" and "On higher education".

According to the Minister, the decision was made in order to harmonize the national education system with international standards.

However, he noted that there are still discussions on how this provision will be introduced.

In addition, it was said that the basic levels of education remain the same: preschool, general secondary, vocational and higher education.

Serhii Kvit noted that one of the principles of pre-school and primary education will be the ability to get it as close as possible to the place of residence.

However, senior vocational school will require a sufficient number of students and teachers, therefore, in rural areas such institutions will be common to several settlements.

The Minister stressed that the bill proposes new principles of educational policy. The bill establishes the autonomy of educational institutions – in academic, financial, organizational way. "The state has to control the quality of the final product, quality of graduates and scientific research. The way how to achieve this quality is a matter of an educational institution," the Minister noted.
