Aivaras Abromavicius: Deregulation in Ukraine will be held in three stages
The Ukrainian Government
will pursue a course on deregulation, which will be carried out in three
stages. This was informed by Minister of Economic Development and
Trade Aivaras Abromavicius in a
program "The Freedom of Speech" on ICTV channel, 22 December.
According to him, now Ukraine is passing the first stage, and the Ministry of Economic
Development has drafted a package of documents, which reduces the public
regulation component in entrepreneurial activity.
“The Ministry of Economic
Development prepared a package of documents on deregulation,
there will be abolished 15-16 kinds of licenses, 21 licensing acts. And this is
just the first stage of deregulation," said the Minister.
The second stage,
which will commence following the first, will be called "guillotine",
Aivaras Abromavicius was
quoted as saying.
"It means that each
supervisory and regulatory authority will have to prove its efficiency. During
a year they'll have to prove it to an independent commission. If they aren’t
able to prove, their activities will be suspended," explained the
Minister.
And the third stage of
deregulation is also significant: it is necessary to create proper conditions
and a mechanism to ensure the functions and authorities that will be abolished throughout
a deregulation period not to be restored later.
