Made in Ukraine: The state will partially compensate for the purchase of Ukrainian machinery and power equipment

Buyers of machinery and electrical equipment made in Ukraine will be eligible for receiving a 15% compensation. This decision was made by the Cabinet of Ministers on 24 September 2024.

The new programme will help manufacturers and entrepreneurs who are currently purchasing energy equipment for the autonomous operation of their businesses.

"As part of the Made in Ukraine programme, the Government already compensates agricultural producers for part of the cost of purchasing Ukrainian-made agricultural machinery. We are now taking a new significant step in the development of this programme - the Government will partially compensate 15% of the purchase of Ukrainian power equipment, wheeled vehicles, such as domestic buses, trawls as well as construction, municipal and special equipment. Manufacturers who have localised production at the level of 40% or more will have an opportunity to join the programme," said Yuliia Svyrydenko.

It will be possible to receive compensation for goods purchased from the start of the programme until 1 December in 2024. To do this, you need to submit an application by 5 December. For machinery and equipment purchased after 1 December, compensation will be paid next year. Applications will be funded on a first-come, first-served basis within the available budgetary funding.

Buyers who have already purchased the equipment will be eligible to receive 15% compensation (excluding VAT):

Power equipment:

- industrial systems of electric energy storage;

- solar panels, power plants, collectors;

- wind power plants and mini-hydroelectric power plants;

- wind power generator, gas turbine, gas piston and cogeneration units;

- transformers, switch cabinets; heat pumps; individual heat stations, recuperators, metering devices;

Wheeled vehicles

- buses - city, tourist, public, two-section, low-floor;

- tankers - including those for the transport of fuels and lubricants and fire trucks;

- vans, trawls, trailers and semi-trailers;

Construction, municipal and special equipment

- cranes, including tower cranes, earthmoving machines; loaders and backhoe loaders

- Garbage trucks, sanitation and waste collection vehicles, as well as lifts;

- machines for mechanised demining (including robotic ones) pyrotechnic machines, demining equipment.

To participate in the programme, manufacturers will need to submit an application to the Ministry of Economy in electronic form, a list of goods for which the buyer may be compensated, and a package of documents. These include:

- Information on the degree of localisation;

- Cost calculation;

- Information on technological operations;

- Calculation of the share of labour costs, etc.

After the Ministry of Economy's inspection and positive decision, the goods will be placed in the relevant public list. The information will be transferred to the banks through which the programme is implemented.

In order to receive compensation, buyers must do the following:

- pay for the purchase of machinery and equipment from the list in an authorised bank;

- submit an application for compensation to the bank;

- submit a copy of the payment document and the transfer and acceptance certificate for the machinery and equipment as confirmation.

Important: bankrupt companies, companies under sanctions or affiliated with the aggressor state or belarus, companies with tax debts overdue for more than six months, companies operating in the territory of active hostilities, etc. are not eligible for compensation. Machinery and equipment for which the buyer receives compensation cannot be resold within three years. Otherwise, the buyer must return the funds to the state and will be deprived of the opportunity to receive compensation for the next three years.

Background information

The Made in Ukraine state policy, launched by the President of Ukraine, aims to attract investment for the development of Ukrainian producers, increase production of high value-added products and stimulate demand for Ukrainian goods. After all, support for producers means increased production, a stable economy, new jobs, money to the budget and support for the Armed Forces.
