Made in Ukraine: Businesses attracted over UAH 500 billion under the '5-7-9%' program


The total amount of loans issued under the state program Affordable Loans at 5-7-9% has exceeded UAH 500 billion. Since the program’s launch in 2020, entrepreneurs have received over 143,000 loans. According to the Ministry of Economy, Environment and Agriculture, the program has contributed a total of 2.7% to GDP.

“The ‘5-7-9’ program remains a key source of affordable business lending. We are modernizing it in line with current challenges, directing the limited resources of affordable lending toward the highest-priority goals: frontline territories, investment and reconstruction, energy, and the development of Ukrainian manufacturers. In particular, 35% of new loans in 2026 were issued in frontline regions,” noted Oleksii Sobolev, Minister of Economy, Environment, and Agriculture of Ukraine.

Among the latest innovations is the introduction, under the '5-7-9' program, of a 0% annual interest energy loan of up to UAH 10 million for a term of up to 3 years for the purchase of cogeneration units, generators, and other energy equipment. The Government has also increased the maximum amount of investment loans for energy needs to UAH 250 million for the construction of new generation capacity before winter.

For frontline territories, a preferential lending rate of 1% is in effect for investment purposes. Special lending regimes are also in place for the agricultural sector and processing industry enterprises.

The funding volume for the ‘5-7-9’ program for the current year amounts to UAH 18 billion, allowing banks to issue affordable loans totaling about UAH 90 billion.

It should be noted that the Affordable Loans at 5-7-9% program is available to micro, small, and medium-sized businesses across the country and is the most widely used support tool under the Made in Ukraine policy for the development of Ukrainian manufacturers. The program is implemented with the support of international partners through the National Development Agency and 48 authorized banks.
