Ministry of Finance and IMF staff hold technical discussions on economic developments and the parameters of the 2027 State Budget

On 31 August, the leadership of the Ministry of Finance of Ukraine, headed by Minister of Finance Sergii Marchenko, and staff from the International Monetary Fund began discussions on the economic outlook and the draft State Budget of Ukraine for 2027.

“I am grateful to the International Monetary Fund for its continued support and expertise, which help strengthen Ukraine’s economic and financial resilience. Over the course of this week, we plan to agree on the next steps in our cooperation, taking into account current economic conditions and the financing needs of the State Budget for 2027,” said Sergii Marchenko.

The meetings will continue for three days in Kyiv.

On 26 February, the IMF Executive Board approved a new four-year Extended Fund Facility (EFF) arrangement for Ukraine. The new programme covers 2026-2029 and reflects the updated macroeconomic and security environment facing the country.

The programme provides USD 8.1 billion in financing for Ukraine’s State Budget needs, of which USD 2.2 billion has already been disbursed to the State Budget.

Under the programme, Ukraine has committed to implementing an ambitious structural reform agenda aimed at supporting an effective post-war recovery and advancing the country’s path towards EU membership. Key priorities include strengthening fiscal institutions and tax administration; enhancing governance and anti-corruption frameworks; developing financial and market infrastructure to support private-sector-led post-war reconstruction; and further advancing the development of a market-based economy.
