In 7 months, Ukrainians will witness a historic moment - the beginning of Ukraine's official entry into the "paperless" regime. From September 1, public authorities will not have the right to require paper documents for the provision of services, if this information is already included in the register. This was announced by Deputy Prime Minister - Minister of Digital Transformation Mykhailo Fedorov on the air of the program "Snidanok z 1+1" (Breakfast with 1 + 1).
"We have been working on this big goal for a year and a half. It took other countries 20 years to do it, although today there is no country in the world that would transfer completely into the "paperless" mode. But I think we will manage to do it. We are developing a bill that would prohibit officials from requiring paper documents if they are on the register," said Mykhailo Fedorov, Deputy Prime Minister and Minister of Digital Transformation.
The Ministry of Digital Transformation, together with the Digital Transformation Committee, is currently drafting a framework law that will prevent public authorities from requiring paper documents. And from September 1, Ukraine will switch to paperless mode.
In addition, Mykhailo Fedorov noted that the Ministry of Digital Transformation is doing everything in the technical plane so that each official has the opportunity to easily find information in the registers. The Ministry of Digital Transformation is working to provide the necessary IT infrastructure for all government agencies, improves legislation and develops new digital solutions.
It is important that people can use paper certificates to obtain government services if they wish. "The state will not have the right to demand if this information is already in the register. However, if a person feels comfortable using paper documents to obtain services, then, of course, he/she has the right to do so," Mykhailo Fedorov added.
In addition, the Minister told about the new projects of the Ministry of Digital Transformation to be launched in the spring. In particular, change the place of registration as an online service. Today it is the most popular public service in Ukraine. Currently, the Ministry is carrying out a global reform in this area - working on the development of an electronic service to change the place of registration on the portal and in the Diia application.
