The ProZorro platform has become a strong anti-corruption step in the public procurement sector, and later in the direction of government asset management. Prime Minister of Ukraine Volodymyr Groysman announced on the occasion of the platform's launch biennium.
The Head of Government reminded that necessary legal framework on the launch of ProZorro had been adopted during his tenure as Chairman of the Verkhovna Rada. Having taken the Prime Minister’s office, Volodymyr Groysman became an active participant in the process of implementation of the legislation.
"We have actually destroyed the system of conspiracies in public procurement, which cost hundreds billions that were wasted, nobody knew about that. Sometimes they used to create mechanisms aimed to pay kickbacks, promote bribery, inefficient use of resources", the Head of Government noted. "After two years we can say that the system is working. It is open and transparent. Each citizen who can work on the Internet can look at what and how is bought at what prices."
The Prime Minister stressed that current ProZorro platform is not just for procurement, but also the sale of non-strategic assets within the framework of small privatization. And later it is planned to launch transparent platforms for renting land, purchasing forests, and selling licenses and permits for mining, especially in the segment of gas production.
"This will be a serious contribution to the development of the national economy. We will further improve the procedures, the system will be open and competitive", added Volodymyr Groysman.
The ProZorro platform was officially introduced to the entire system of government procurement as an electronic trading platform in August 2016. Only in the past, 2017, the total volume of contracts concluded through the auctions amounted to UAH 500 billion. The total number of tenders since the launch of the platform has reached 2 million, while cost savings have exceeded UAH 54 billion. The number of suppliers reached 179,500 and customers – 32,800.
