  • Platform for engaging the Japanese private sector in the reconstruction process launched

    Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development of Ukraine, spoke at the opening of the new Japan-Ukraine Platform on the Infrastructure Technology for Recovery and Reconstruction (JUPITeR), emphasising the value of Japanese experience in reconstruction for Ukraine. The meeting brought together over 200 representatives of Japanese businesses.

    "Japan has a unique experience in recovering from large-scale destruction. This expertise is extremely important and useful for the restoration and development of Ukrainian infrastructure. We are already fruitfully cooperating, in particular with the Japan International Cooperation Agency (JICA). This has resulted in the successful implementation of the Technical Cooperation Project and Phase 3 of Japan's Programme for Emergency Recovery.

    It is particularly important for us to involve business in the recovery. We understand that successful recovery is impossible without the active participation of the private sector. In 2024, at the Japan-Ukraine Conference for Promotion of Economic Growth and Reconstruction in Tokyo, 56 agreements were signed between representatives of the Government of Japan, the Japanese private sector, and our government agencies and private firms to support recovery projects.

    The JUPITeR platform was established to coordinate and broadly engage Japanese companies in the restoration of our infrastructure. We hope that together we will develop reliable and effective mechanisms for coordinating support. This will allow us and our Japanese colleagues to clearly define priorities and effectively respond to the urgent needs of rebuilding Ukraine right now," said Oleksii Kuleba.

    JUPITeR will be used to support recovery projects by informing the members of the Platform about the situation in Ukraine, needs and priority projects. Hiromasa Nakano, Minister of Land, Infrastructure, Transport and Tourism of Japan, Masashi Nakagome, Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine, and Serhii Korsunsky, Ambassador Extraordinary and Plenipotentiary of Ukraine to Japan, spoke at the launch of the Platform.

    In her speech, Maryna Denysiuk, Deputy Minister for Communities and Territories Development of Ukraine, highlighted the projects already being implemented together with Japan.

    "Ukraine is closely cooperating with Japan on recovery issues. In particular, we are supplying rails to Ukrzaliznytsia for the rapid restoration of the railway network, municipal vehicles and equipment for the most affected communities, installing heat pumps, managing the waste from the destruction and humanitarian demining. Japan has extensive experience in overcoming the consequences of destruction caused by hostilities and natural disasters.

    That is why it is so important for Ukraine to engage Japanese business in priority areas of reconstruction and development projects, including the restoration of housing infrastructure using advanced Japanese technologies and innovations, exchange of experience for training specialists in the transport sector and other projects," Maryna Denysiuk stressed.

    Back in February 2024, the Ministry for Communities and Territories Development of Ukraine and the Ministry of Land, Infrastructure, Transport and Tourism of Japan signed a Memorandum of Cooperation to promote the restoration and reconstruction of infrastructure in Ukraine and to continue cooperation.

    Later, in December, Japan announced the establishment of a coordination council for the reconstruction of Ukraine, which will involve both Ukrainian and Japanese businesses. The announcement was made during a joint visit to Japan by Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine, and Serhii Derkach, Deputy Minister for Communities and Territories Development. The launch of the JUPITeR Platform, in particular, is the result of the December negotiations.
