A daily energy conference call was held under the chairmanship of the President of Ukraine, with key ministries and heads of regional military administrations in attendance. This was reported by Prime Minister of Ukraine Yulia Svyrydenko.

“Energy workers, utility staff, and railway personnel continue to eliminate the consequences of massive attacks on energy infrastructure. In total, since the beginning of this year alone, 217 russian attacks on our energy sector have been recorded,” noted the Head of Government.

The Prime Minister emphasised that the Government continues to provide comprehensive support during the energy sector emergency. This includes assistance to people as well as support for businesses and households.

In particular, additional payments have been provided for repair workers in restoration teams. Energy workers who are restoring the energy system around the clock will receive monthly supplements of UAH 20,000 for working in emergency crews. The first payments will be credited to salary cards this month.

“Together with state-owned companies, we are providing targeted assistance to people with disabilities and lone pensioners,” noted Yulia Svyrydenko.

The first 10,000 Warm Packs, provided by the Naftogaz Group, have already been received by residents of the Darnytskyi, Dniprovskyi, and Desnianskyi districts of Kyiv, as well as Brovary and Boryspil in the Kyiv region. The packs contain items to help people get through the cold period, stay warm, remain connected, and charge medical devices.

“We are expanding this support further, involving other major state-owned companies: Energoatom, Ukrenergo, and Ukrhydroenergo. They will provide additional Warm Packs for communities across Ukraine where the situation with electricity and heat supply remains difficult,” added Yulia Svyrydenko.

The Government is providing energy support for businesses, in particular for sole proprietors in groups 2–3. More than 9,000 entrepreneurs working in socially important sectors have already submitted applications for one-time state assistance of up to UAH 15,000 to ensure autonomous operation during emergency blackouts: https://diia.gov.ua/services/dopomoha-fop-na-enerhostiikist

Businesses can also obtain energy loans for generators. Partner banks have already received over 270 applications for 0% interest loans under the Affordable Loans at 5-7-9 programme. Applications have been submitted to 7 banks so far, with a total of 43 banks across the country participating in the programme.

Applications can be submitted at banks; the list and conditions are available here: https://energycredit.bdf.gov.ua/

Significant attention is being given to supporting households. The SvitloDim programme has been launched. The state provides multi-storey apartment buildings with between UAH 100,000 and 300,000 for the purchase of generators and other energy equipment to power key life-support systems.

This can be combined with other programmes for energy modernisation of multi-storey buildings, including 5-7-9 loans for installing solar panels, batteries, and hybrid inverters for energy storage.
