The Government is gradually increasing remuneration in education to make teaching a more competitive profession. School education must be safe and of high quality, even in the context of a full-scale invasion. This is one of the Government's key priorities, as emphasised by Prime Minister Yulia Svyrydenko.
To this end, the Government has decided to:
1. Increase teachers' salaries by 30% from January 2026.
Funding for the first eight months of 2026 has already been envisaged in the budget to implement this decision.
"UAH 91.8 billion in educational subsidies has been distributed among local budgets, and an additional UAH 21.4 billion has been redirected to ensure the increase without raising overall state budget expenditures. The next stage is a 20% salary increase starting in September 2026," said Yulia Svyrydenko.
2. Finance monthly bonuses for teachers.
More than 409,000 teachers will receive monthly bonuses for working in unfavourable conditions from January to August 2026, including 25,500 in frontline communities. UAH 10.37 billion has been allocated for this purpose within the budget of the Ministry of Education and Science of Ukraine.
Meanwhile, the Ministry is updating educational programmes and introducing modern practices within the framework of the New Ukrainian School so that financial decisions directly contribute to the quality of education.
3. Update the procedure and conditions for granting subsidies for the construction of shelters in order to improve the efficiency of the procedure for constructing shelters in general secondary education institutions, in particular.
According to Yulia Svyrydenko, the state will directly finance facilities with a readiness of 60% (instead of 40%), without increasing the cost of projects at the expense of the State Budget.
The distribution to new facilities shall be carried out in accordance with the maximum volumes determined for territories according to the levels of security risk in the education system:
very high — 40%, high — 35%, moderate and satisfactory — 25% (the share for territories with moderate and satisfactory risk levels has been significantly increased from 10% to 25%).
