Yulia Svyrydenko: The 4th International Summit of Cities and Regions sets important vectors for economic resilience

We inaugurated the 4th International Summit of Cities and Regions “Partnership. Resilience. Preparedness” presided over by Ukrainian President Volodymyr Zelenskyy. This is a significant event that sets the course for the long-term sustainability of Ukraine’s economy, energy sector, and infrastructure for communities ahead of the Ukraine Recovery Conference (URC2026). This was emphasized by Ukrainian Prime Minister Yulia Svyrydenko.

“It was important to see over 100 representatives from 24 partner countries at the Summit following the heavy shelling of Kyiv—this is a significant signal of unwavering support for Ukraine and our communities. Since 2022, nearly 500 Ukrainian communities have signed over 2,000 agreements with 64 countries around the world. The signing of 22 new agreements and memorandums of cooperation and partnership is planned during the Summit. Our goal is to continue expanding this cooperation so that even more communities, especially those near the front lines, can build partnerships and strengthen the work already underway at the local level,” the Head of Government noted.

The Prime Minister emphasized that the Government, together with communities, is implementing Regional Resilience Plans. The priorities are protecting energy infrastructure, developing distributed generation, ensuring stable heat and water supplies, and maintaining reserves of equipment and autonomous power sources. The Government has allocated UAH 22.8 billion from the State Budget’s reserve fund for priority measures.

The Prime Minister noted that international support remains crucial to the continued implementation of these plans in communities.

According to Yulia Svyrydenko, a key priority is the development of logistics and Ukraine’s integration into the European transport network. The first Euro-standard railway track has already been launched along the Chop-Uzhhorod section. Plans include a Euro-standard railway line connecting Lviv with the Polish border, supported by the Connecting Europe Facility program. The modernization of border crossing points and border infrastructure is also nearing completion in cooperation with EU countries and Moldova.

“Even in the midst of war, Ukraine remains a reliable partner that not only receives support but is also ready to share its own experience of resilience and response to the challenges of war,” emphasized the Prime Minister of Ukraine.
