EU approves additional funding for joint project of the Ministry of Health and World Bank HEAL Ukraine
During the fifth meeting of the Steering Board of the Ukraine Investment Framework (UIF), additional funding backed by European Union guarantees was approved for the joint project of the Ministry of Health of Ukraine and the World Bank, Health Enhancement and Lifesaving (HEAL Ukraine).
Approximately EUR 50 million is planned to be allocated for the reconstruction of hospitals that have suffered significant damage due to military actions or are operating under increased load. This primarily concerns hospitals serving, among others, internally displaced persons.
The additional funding will cover preparatory and construction stages of project implementation. This includes conducting technical-economic studies, environmental-social assessments, developing project and tender documentation, carrying out construction and installation works, technical supervision, as well as procuring modern medical and laboratory equipment. The selection of specific facilities for these measures will take place after final confirmation of funding availability.
Separately, the meeting discussed the format for attracting funds from the Czech Republic through the NRB (under the Renovation and Modernisation of Hospitals programme).
These funds are expected to be directed towards upgrading the material and technical base of hospitals, including equipment supply and repair works as needed.
The Ministry of Health of Ukraine expresses gratitude to international partners for their systematic support of Ukrainian healthcare, particularly for financial assistance that enables the restoration of damaged infrastructure and strengthens the capacity of medical facilities to provide quality services amid the war.
It should be recalled that, as of 1 October 2025, damage or complete destruction has been confirmed for 2,489 facilities across 804 healthcare institutions. Of these, 2,162 sustained partial damage, while 327 were completely destroyed. The greatest losses were recorded in Donetsk, Kharkiv, Luhansk, Chernihiv, and Mykolaiv regions.
