Since the beginning of 2024, 6,040 loans worth UAH 10.2 billion have been issued to Ukrainians under the eOselia affordable loan programme. Ukrainians took out a third of the loans to purchase housing on the secondary market - 4,357 residential properties, 1,309 - on the primary market, to purchase housing from a developer, and Ukrainians also purchased 374 residential properties under construction. This was announced by Deputy Minister of Economy of Ukraine Andriy Teliupa.
"With the help of government support, Ukrainians without housing or those who want to improve their living conditions can get loans on favourable terms. Since the launch of the eOselia programme, 12,365 Ukrainian families have already received loans worth over UAH 19.7 billion. In particular, servicemen, teachers, doctors, scientists took out housing loans at a preferential interest rate of 3% per annum, and other categories of citizens - at 7% per annum," said Andriy Teliupa.

In particular, last week, Ukrainians received 144 loans worth UAH 250 million, including 99 loans for the purchase of housing on the secondary market, 55 loans from a developer and 17 loans for the purchase of housing in newly constructed facilities.
Last week, the Government made a number of changes to the terms and conditions for granting soft loans under the government's eOselia lending programme. Borrowers under the age of 25 will be eligible for a mortgage with a down payment of 10% (instead of 20%), and IDP family members (parents, spouses and their children) will be eligible for a concessional loan at 7%. In addition, citizens will have the option to make a down payment on a home using a housing certificate from eVidnovlennia.
Background information
The eOselia programme is one of the components of the Made in Ukraine policy, which aims to stimulate demand for Ukrainian products and at the same time create favourable conditions for the development of production. The programme was launched in October 2022. The programme is being implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and Ukrfinzhytlo.
