Japan allocates JPY 6.2 billion for Phase 5 of the Emergency Recovery Program
Deputy Prime Minister for the Restoration — Minister for Communities and Territories Development of Ukraine Oleksii Kuleba and Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Masashi Nakagome signed an agreement (in the form of an exchange of notes) on the provision of grant assistance for the implementation of Phase 5 of the Emergency Recovery Program.
The Government of Japan provides JPY 6.2 billion (approximately USD 41 million) for Ukraine's priority reconstruction needs. This phase of funding aims to strengthen the resilience of critical infrastructure and support socially important sectors. The funds shall be distributed through the Japan International Cooperation Agency (JICA) in four priority areas: municipal infrastructure, healthcare, agricultural sector support, and public broadcasting support.
"Today's signing is another step in strengthening our strategic partnership with Japan. We are already starting Phase 5 of the Emergency Recovery Program, which since 2023 has become one of the most effective tools for providing operational support to our communities. This agreement paves the way for the finalization of a grant agreement with JICA, which will clearly specify the projects and purchases. The agreement covers support not only for critical infrastructure, but also for medicine and the media sphere — sectors that are fundamental to the stability of our state. We thank the Government of Japan for its unwavering faith in Ukraine and its systematic approach to our reconstruction," said Oleksii Kuleba.
Within the framework of the previous phases of the Emergency Recovery Program, JPY 100 billion was allocated. Since then, communities, government agencies, and departments have received special equipment for clearing debris, generators and other power equipment, equipment and rails for restoring railway infrastructure, and modular bridges. They have also received equipment for water utilities and special equipment for municipal enterprises, humanitarian demining gear, medical equipment for regional hospitals, supplies for educational institutions, and support for the agricultural sector.
