We are working to provide backup power and local power generation for critical infrastructure facilities: Oleksii Kuleba
The Ministry for Communities and Territories Development of Ukraine hosted a business breakfast meeting between Deputy Prime Minister for the Restoration of Ukraine — Minister for Communities and Territories Development of Ukraine Oleksii Kuleba and ambassadors from the Group of Seven (G7), Northern Europe, and the Baltic States (NB8).
The conversation focused on ensuring basic services — heat, water, and transportation — despite russian shelling. Oleksii Kuleba emphasized that the key task is to strengthen the backup power supply for critical infrastructure facilities and find technical solutions that allow networks to operate stably under constant threat.
“Without autonomous power generation at facilities, particularly water supply facilities, we risk a systemic network failure. That is why we are working to provide backup power and local power generation for these facilities,” Oleksii Kuleba said.
The partners were also presented with the findings of the 2026 Sustainability Plan. The Sustainability Plan is based on four key areas: critical infrastructure protection, distributed generation development, alternative power supply, and heat supply decentralization. The main focus is on heat and water supply facilities. The Ukrainian side outlined the need for equipment supply, expert support, implementation of innovative solutions, and additional funding.
Transport sector was an important part of the conversation. In wartime, it is critical to maintain logistics routes, ensure access to ports, support road infrastructure in frontline communities, and develop international connections.
To this end, the Ukraine Transport Support Fund (UTSF) has been established together with Sweden, Canada, and Lithuania. Work is currently underway to expand the partnership and attract additional resources.
