On April 12, 2018, the Minister of the Cabinet of Ministers Oleksandr Saienko took part in the high-level event "Open Government Partnership": Defining Ukraine's Priorities for 2018-2020".
During the welcoming session of the "Open Government Partnership" (OGP) the Minister of the Cabinet of Ministers as co-chair of the Coordination Council on the implementation of the Initiative in Ukraine emphasized the OGP Initiative promotes cooperation between Government and the civil society institutions. Such a fruitful cooperation has already brought impressive results, in particular creation of the ProZorro electronic public procurement system, disclosure of 80% of state registries, introduction of electronic petitions, monitoring of public funds distribution, access to information about end-beneficiaries, open data development (Ukraine climbed 30 positions up in Global Open Data Index). Civil society is also involved in decision-making and strategic planning at the level of the Secretariat of the Cabinet of Ministers.
According to the Minister, implementation of the "Open Government Partnership" initiative should enable the country to achieve three goals, inter alia building trust between the Government and the public, overcoming corruption and ensuring the response to the needs of citizens, including through institutional reform of public administration and the implementation of administrative procedures.
Moreover, Oleksandr Saienko emphasized Ukraine, due to an active participation of the public, is shaping ambitious plans on the implementation of this initiative. On the outcomes of the implementation of the previous action plan, our country ranked 4th in the “Eastern Europe and Central Asia category” in the “Open Government Index“.
The participants took part in the elaboration and discussion of proposals for the action plan in the format of the "world cafe", which allowed to hold informal and fruitful discussion.
The event was organized by the Information and Communication Department of the Secretariat of the Cabinet of Ministers in cooperation with the United Nations Development Programme in Ukraine and the International Renaissance Foundation.
