Implementation of the Resilience Plan directly affects the safety of millions of people in Kyiv. This was discussed during a meeting to review the progress of Kyiv’s Resilience Plan, chaired by Oleksii Kuleba, Deputy Prime Minister for Restoration/Minister for Communities and Territories Development of Ukraine.

“Given the ongoing security challenges and preparations for the upcoming heating season, this work requires the full engagement of all responsible parties. The timelines for implementing the Plan must be strictly adhered to. As of now, the city has yet to present concrete solutions commensurate with the scale of the challenges. The main argument from the Kyiv City State Administration is a lack of funding. At the same time, Kyiv’s budget for 2026 has been approved at over UAH 106 billion—the largest budget after the State Budget. However, no budget revision has been conducted to account for the needs of preparing for the upcoming heating season. The Resilience Plan has not yet included in the city budget,” emphasized Oleksii Kuleba.

The Deputy Prime Minister for Restoration of Ukraine stressed that the key focus of today was heat supply and the uninterrupted operation of the city’s critical infrastructure.

“This is what directly affects the safety and basic living conditions of millions of people in our country’s capital. Kyiv must serve as a model of systemic preparedness. Now is not the time to delay decisions or shift responsibility. Concrete steps, clear deadlines, and personal accountability are needed,” emphasized Oleksii Kuleba.
