From new services in Diia to the Agentic State: Ukraine’s Ministry of Digital Transformation and the UK have set digital priorities for 2026
Ukraine and the UK are updating their joint priorities as part of their 100-Year Partnership. The two countries launched this strategic agreement in 2024 to transition from spot assistance to a systemic partnership spanning a century in the areas of security, the economy, and technology.
The UK is our key partner in digitalization. During the meeting, acting Minister of Digital Transformation Oleksandr Borniakov and Deputy Head of Mission in Ukraine Charlotte Surun agreed on a unified digital roadmap for 2026. From new services in Diia to the development of the Agentic State and AI security. Our British partners fully share this vision and support the scaling up of digital reforms.
From basic digitalization to the Agentic State
The UK DIGIT program from the Eurasia Foundation and UK International Development is helping to implement these changes. With its help, we are making the state more transparent, improving digital services, supporting the economy, and increasing budget revenues.
In 2026, as part of the program, the Ministry of Digital Transformation will focus on the following priorities:
Testing the eExcise digital system.
Launching new services on Diia, including eCherha for passenger cars.
Digitizing the construction sector and scaling the Diia.Engine register platform.
Development of the AI Center of Excellence and implementation of data-driven governance.
Support for the innovation ecosystem and the WINWIN Strategy.
Implementation of TechBridge and preparation for London Tech Week to promote Ukrainian startups in the international market.
AI security, cyber resilience, and inclusivity
Our partnership goes beyond service development; together, we protect innovation and government systems. For example, the UK’s AI Safety Institute is already helping to test (Red Teaming) the world’s first national AI assistant, Diia.AI. The UK also continues to support our cyber defense: thanks to its leadership in the Tallinn Mechanism and the Ukraine’s Cyber Programme, we are reliably protecting critical infrastructure and key government agencies.
In our joint recovery projects, special attention is given to the development of women’s leadership and a deep understanding of the Ukrainian context on the part of our British partners.
We are building a proactive digital state (Agentic State) together with reliable allies.
