  • Deputy Prime Minister for European and Euro-Atlantic Integration got the right to submit bills for consideration by the Cabinet of Ministers

    As a result of recent legislative changes, the Government Office for Coordination of European and Euro-Atlantic Integration and the line Deputy Prime Minister have obtained the right to submit elaborated draft laws for consideration by the Cabinet of Ministers of Ukraine.

    Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Dmytro Kuleba told when communicating with media people.

    "Amendments to the Law on Civil Service and on the Cabinet of Ministers provided the Secretariat of the Cabinet of Ministers of Ukraine with legislative powers. The Government Office for Coordination of European and Euro-Atlantic Integration is the structure within the Secretariat. We now have these powers to draft and submit bills. Accordingly, the Deputy Prime Minister also received such right," Dmytro Kuleba said.

    The official reminded that during the transfer of powers, his predecessor, Ivanna Klympush-Tsintsadze, drew attention to two major problems at the time: the lack of mention of European and Euro-Atlantic integration in the Government's Action Program and the absence of a mechanism for elaboration and submission bills not through the ministries, but directly by the Deputy Prime Minister or Government Office. The Deputy Prime Minister noted that both problems have now been resolved.

    "The first problem was solved immediately. The new Government's Action Program not only contains mentions about European and Euro-Atlantic integration, but a separate section is devoted to that direction. And recently the second problem was solved – that of the legislative initiative," Dmytro Kuleba stressed.

    Moreover, he added that veto power is unnecessary now because the entire Government team is demonstrating coherence in work, and it is difficult to imagine a situation where someone insists on initiatives that are contrary to the European and Euro-Atlantic integration of Ukraine. "If in theory, I do not need this veto power, I need effective tools to prevent such situations," he explained.

    The Deputy Prime Minister noted that the new Cabinet of Ministers of Ukraine Rules of Order, which is being drafted, would also strengthen the powers of the Government Office for Coordination of European and Euro-Atlantic Integration in analyzing and monitoring regulatory acts submitted for the Government’s consideration. He added that the plans don’t include canceling the posts of Deputy Ministers for European Integration, as they are part of the coordination mechanism of public administration in the field of European integration.
