The European Commission has published a list of countries included in the TC AdES LOTL list. It contains information on electronic signatures and seals from non-EU countries, which allows for their verification in the EU. Ukraine became the first country to be included in this list.
Ukrainian electronic signatures and seals on digital documents can now be verified using the EU infrastructure. This opens up opportunities for displaced persons from Ukraine in the EU and for Ukrainian businesses wishing to use the electronic contracts and other documents. European countries will now be able to accept electronic applications and documents signed with Diia.Signature-EU.
Using TC AdES LOTL, the EU countries can automatically verify signatures and seals on digital documents and confirm their validity. Upon successful verification, the user will receive the message “AdES Signature” or “AdES Seal”. Such electronic signatures are considered to be legally binding and comply with the requirements for advanced electronic signatures or seals.
This is an important step towards the mutual recognition of qualified trust services, which will take place after the conclusion of an international agreement. The day before, the European Commission conducted a technical assessment of the legal and technical component of the Ukrainian electronic signatures and confirmed that the Ukrainian infrastructure meets all EU requirements to be part of the EU trust list.
The European Commission has also recognised that Diia.Signature-EU complies with the EU’s eIDAS regulation and can be used to sign documents or contracts valid in both Ukraine and the EU.
For its part, Ukraine has already recognised EU qualified trust services. This allows EU citizens to use their national qualified certificates for electronic signatures or seals in Ukraine or when doing business with companies in Ukraine.
The work to integrate the EU-Ukraine trust list was carried out with the support of the EU4DigitalUA project, funded by the European Union.
