Today, July 21, 2021, at its regular meeting, the Cabinet of Ministers of Ukraine adopted an order "Some issues of public administration reform in Ukraine", thereby approving the Public Administration Reform Strategy for 2022-2025 and an action plan for its implementation.
The new Strategy is a continuation of the previous stage of public administration reform and is based on the results of the assessment of the state of public administration of Ukraine conducted by experts of the Support for Improvement in Governance and Management (SIGMA) Program.
82 percent of respondents consider public administration reform important. 65 percent of citizens are satisfied with the service in the centers for administrative services provision. Meanwhile, the general administrative procedure, the reform of remuneration in the civil service and a number of other aspects need to be introduced.
The Strategy focuses on building in Ukraine a capable service and digital state that protects the interests of citizens on the basis of European standards and experience.
The expected results of public administration reform by 2025 are as follows:
- ensuring the provision of high-quality services and the formation of a convenient administrative procedure for both citizens and businesses;
- formation of a system of professional and politically neutral public service focused on protecting the interests of citizens;
- development of effective and accountable to citizens state institutions that shape public policy and successfully implement it for sustainable development of the state.
