A meeting on tariff policy in the sector of centralized heating was chaired by the Prime Minister of Ukraine Denys Shmyhal on January 20.
The meeting gathered together members of the Association of Ukrainian Cities chaired by Vitalii Klitschko, Minister for Communities and Territories Development Oleksii Chernyshov, acting Minister of Energy Yurii Vitrenko, Deputy Head of the Presidential Office Kyrylo Tymoshenko, Deputy Head of the Presidential Office Yulia Svyrydenko, Chairman of the National Energy and Utilities Regulatory Commission Valerii Tarasyuk, Chairman of the Board of NJSC Naftogaz Andrii Kobolev, MPs and other officials.
"All branches of power have come together to protect people from uncontrolled tariff increases. We appreciate that this joint decision with the city heads contains a point on non-increase of tariffs for heating and hot water for Ukrainians. I am grateful to all participants of the meeting for constructive cooperation. It is important for all of us to support our citizens during the coronavirus-inflicted crisis," said the Prime Minister.
The participants of the meeting agreed to work out a draft joint Memorandum, which will regulate the following arrangements:
1. Tariffs for heating and hot water in this heating season will remain unchanged.
2. Joint activities are to be held on debt restructuring to NJSC Naftogaz, which was formed due to the difference between earnings of heating supply companies and tariff revenue (the so-called "difference in tariffs").
3. District heating providers will have the opportunity to conclude annual contracts with NJSC Naftogaz at a favorable price.
"We have managed to reach an understanding with the central government on the necessary steps to prevent a crisis in the heating provision system for the population and social facilities," said Vitalii Klitschko, Chairman of the Association of Ukrainian Cities.
On the outcomes of the meeting, the Prime Minister gave commissions to Minister for Communities and Territories Development Oleksii Chernyshov, acting Minister of Energy Yurii Vitrenko, Chairman of the National Energy and Utilities Regulatory Commission Valerii Tarasyuk, Chairman of the Board of Naftogaz Andrii Kobolev to prepare and submit to the Cabinet of Ministers a draft Memorandum of Understanding on regulation of problem issues in the sector of centralized heating and hot water supplies in Ukraine.
